Competencies

The position of Parliamentary Military Commissioner was established with the purpose of strengthening the rule of law and protecting the human rights and freedoms of soldiers and cadets in the Armed Forces of Bosnia and Herzegovina and the BiH Ministry of Defense.

The Law on the Parliamentary Military Commissioner, (“BiH Official Gazette”, no: 49/09), stipulates that, in the execution of their duties, the Military Commissioner shall co-operate with the following bodies: BiH Ministry of Defense, General Inspectorate within the Ministry of Defense of BiH, Armed Forces of BiH and Human Rights Ombudsmen of BiH.
In addition to the above mandate the Military Commissioner is responsible for the investigation of specific issues as instructed by the Parliamentary Assembly of BiH and the Joint Committee for the Defense and Security of BiH.
The Military Commissioner can visit military units, the headquarters of the Armed Forces of BiH and organizational units of the BiH Ministry of Defense, at any moment and without prior notice.
It is the remit of the Military Commissioner to attend sessions of the BiH PA and the Joint Committee for the Defense and Security of BiH.
The Military Commissioner can demand reports from the Minister of Defense and Security and, in the case of disciplinary proceedings, can demand access to any necessary documentation.
Every member of the Armed Forces of BiH has the right to contact the Military Commissioner directly without mediation through official channels.

The Military Commissioner must submit an annual report to the BiH PA. Other reports may be submitted to the BiH PA or the Joint Committee for the Defense and Security of BiH at any time.
The Military Commissioner must perform his/her duties impartially and without affiliation to any political party, registered organization, association or people in BiH.
The term of office of the Military Commissioner is five years, with the possibility of re-election for one further term.

During the 60th session of the House of Representatives of the BiH PA, held on 16/09/2009, Boško Šiljegović, the tenative Military Commissioner was sworn into office.
The Law on the Parliamentary Military Commissioner (Article 13 - ‘Election of the first Military Commissioner’) stipulates that the Military Commissioner shall remain in office until 30/06/2012.

By the appointment at the 35th session of the House of Representatives, held on 23.10.2012. and 22. session of the House of Peoples, held on 16.11.2012. (“BiH Official Gazette”, no: 95/12) has started first five-year term of the Parliamentary Military Commissioner Boško Šiljegović.

With the appointment at the 57th session of the House of Representatives, held on 20.02.2018. and 36th session of the House of Peoples held on 20.02.2018. (“BiH Official Gazette”, no: 14/18) has started second five-year term of the Parliamentary Military Commissioner Boško Šiljegović.
