Joint Committee on Human Rights

 

Competencies

The Joint Committee on Human Rights* considers the issues pertaining the exercise of human rights and fundamental freedoms as guaranteed by the Constitution and legislation of BiH, citizenship, emigration, immigration, refugees and asylum; implementation of Annexes 6 and 7 of the General Framework Agreement for Peace in BiH; movement and stay of foreigners; the implementation and protection of human rights and freedoms as well as the development of efficient protection measures thereof; protection of personal data and cooperation with the Personal Data Protection Agency in BiH; the rights of national minorities in BiH; petitions regarding violations of human rights and fundamental freedoms; co-operation with the Commission for Human Rights and the Commission for Refugees and Displaced Persons and the Commissions on Human Rights in the Federation of BiH Parliament and in the National Assembly of the Republic of Srpska.

The Joint Committee also considers issues pertaining to the exercise of child’s rights – in particular, improving the status of child in Bosnia and Herzegovina; encouraging activities in the BiH institutions to implement the Convention on the Rights of the Child, as well as encouraging and cooperating with the committees of the entity parliaments to improve the status of the child and to implement the Convention on the Rights of the Child; consideration of proposed laws and other acts regarding the rights of the child and prevention of discrimination against the child; issues related to the exercise of the rights of youth – in particular improving the status of youth in BiH; encouraging activities in the institutions of BiH to adopt and to implement the most important international documents on youth issues; consideration of proposals of documents and reports of BiH institutions related to the rights of the child and youth issues, and consideration of preparations for the participation of BiH delegations at international conferences when considering child rights and youth issues.

Finally, the Joint Committee analyzes the reports on the implementation of the Law on Conflict of Interests in the institutions of the BiH; draws attention of the elected officials of the Parliamentary Assembly of BiH and the Council of Ministers of BiH to the provisions of the Law on Conflict of Interests in the institutions of the BiH for its consistent implementation; considers, with the Commission for Deciding on Conflict of Interest, possible cases of violation of the Law on Conflict of Interest of Elected Officials of the Parliamentary Assembly of BiH and the Council of Ministers of BiH, and prepares, establishes and submits reports to the Parliamentary Assembly of BiH on the Code of Conduct for the Representatives and the Delegates in the Parliamentary Assembly of BiH, and implements procedures for identifying and deciding upon a breach of the Code.

Also, the Joint Committee considers other issues in the domain of human rights, the rights of children, youth, immigration, refugees, asylum and ethics.

Note: The name of the Committee is in use after the entry into force the new Rules of Procedure of the House of Representatives and the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina in 2014.
