1.12.2025 Representative in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (PSBiH) and Deputy Head of the PA BiH Delegation to the OSCE PA Albin Muslić, participated in the international election observation mission for the early parliamentary elections in Kyrgyzstan
Representative in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (PA BiH) and Deputy Head of the PA BiH Delegation to the OSCE Parliamentary Assembly (OSCE PA), Albin Muslić, participated from 29 November to 1 December in the international election observation mission for the early parliamentary elections in Kyrgyzstan.
The joint observation mission, headquartered in Bishkek, brought together 359 observers at its briefings, including 72 from the OSCE PA and 18 from the Parliamentary Assembly of the Council of Europe (PACE).
Representative Muslić took part in the full-day observation of yesterday’s elections in Bishkek and the surrounding area. A comprehensive reform and change of the electoral system itself, combined with a limited campaign period, posed challenges for the election administration, political actors, and more than four million voters who elected 90 members of parliament from 30 constituencies for a five-year term.
Although a mandatory gender-representation provision for the less represented gender in each constituency was introduced, the legislative changes failed to incorporate previous recommendations of ODIHR and the Venice Commission, observers noted. The reform, together with the already existing video surveillance of polling stations, also enabled the use of new electoral technologies related to biometric voter identification and voting. Furthermore, the possibility of voting outside one’s place of residence within the country allowed for greater voter participation, although turnout remained relatively low, according to the members of the observation mission.
Observers generally assessed election day positively, with procedures largely respected, although certain shortcomings were observed in the conduct of the vote count after the closing of polling stations. (end)
